Duties: Conduct dengue surveillance for Puerto Rico and the U.S. Virgin Islands; develop new and effective surveillance methods for dengue. Medical consultant for biosafety.
Accomplishments: Descriptive and analytic epidemiologic studies of the frequency and distribution of dengue in Puerto Rico (see publications); consultant to the Panamerican Health Organization (PAHO) for the production and international presentation of new guidelines for dengue prevention, treatment, and control; streamlined dengue surveillance forms, mechanisms, and computer routines; team leader for the CDC investigation of an outbreak of pulmonary hemorrhage due to leptospirosis, Nicaragua, 1995; in charge of disease surveillance and medical education during the 1994 and 1998 dengue epidemics in Puerto Rico; team leader for the CDC investigation of an outbreak dengue hemorrhagic fever, El Salvador, 2000, and the first epidemic of dengue in Hawaii since 1945 (2001); member of CDC team that provided assistance to Louisiana in the West Nile Virus outbreak of 2002 in the US (the largest meningoencephalitis outbreak ever reported); consultant for dengue prevention and investigation for multiple countries throughout the world (e.g., Vietnam, 1999; Costa Rica, Dominican Republic, Argentina, 2000); supervised projects by 7 Latino students, 3 of which have been published in peer-reviewed journals, and 4 have received awards from professional organizations in Puerto Rico or the United States; invited member of the Health group in the “Puerto Rico 2025” Commission.

Duties: Conduct communicable disease surveillance and outbreak investigations. Medical consultant for the Health Department's Environmental Health Section. Supervised 9 Regional Epidemiology Nurses, 1 Central Level Epidemiology Nurse, 3 clerical staff, 1 physician, 1 EIS officer (1985-87), 2 preventive medicine residents, and occasional medical students.
Accomplishments: Disease surveillance and control: Identified and eliminated turtle-associated salmonellosis as a cause of infant diarrhea in PR. Provided epidemiologic documentation and standardized the PRDH's protocol for rabies post-exposure prophylaxis. Conducted island-wide training of health personnel on the introduction of blood screening for HIV antibodies. Conducted and published a 16-article evaluation of the progress, in Puerto Rico, towards achieving the "1990 Health Objectives for the Nation". Administrative: Improved communicable disease surveillance (97% of towns reporting at least monthly by 1987, vs. 86% in 1982); Simplified the reporting system by updating reporting forms, and eliminating outdated case investigations by public health nurses. Conducted more, and more comprehensive epidemiologic investigations (43 for 1983-87, vs. 31 for 1979-83). Introduced the first computer, and computerized disease tabulations at the Epidemiology Division, and electronic reporting to CDC for 1986. Served as consultant to the PRDH's Premature Thelarche commissions (1983-87). Personnel training: Conducted island-wide training of embalmers and funeral home staff on precautions against HIV infection (1983-84). Conducted island-wide training of health personnel on introduction of blood screening for HIV (1985). Trained the first group of PR infection control nurses to take the certifying examination given by the Association of Practitioners of Infection Control (APIC).

Duties: Design and conduct epidemiologic studies on the effects of environmental exposures. Answer public inquiries regarding toxic substances.
Accomplishments: Designed and started a study comparing the health status of residents of two communities, one adjacent, the other far, from a toxic waste dumpsite. Designed and field tested a questionnaire for a case-control study of injuries during an earthquake.

Duties: Assist in the surveillance, investigation and control of communicable diseases in California.
Accomplishments: Identified and helped investigate and control the largest US outbreak of chancroid (H. ducreyi) up to that date.
May‑Aug, Oct-Nov, 1981 Medical Epidemiologist, assigned to the Centro Nacional de Microbiología, Virología e Inmunología Sanitaria, Ministerio de Sanidad (Madrid), Spain
Duties: Investigate the manifestations and cause of a massive outbreak of a new acute respiratory disease. Supervise 2 Spanish Preventive Medicine residents, and organize the work for a team of interviewers.
Accomplishments: Conducted and published case-control and clinical studies that defined the illness as a pneumonic, paralytic, eosinophilic syndrome caused by contaminated cooking oil. These studies withstood the epidemiologic and legal scrutiny of international experts (such as Sir Richard Doll) called as consultants in the criminal cases judged in Spain.
Feb. ‑ Mar. 1979 Temporary consultant to the Faculty of Health Sciences, American University of Beirut, Lebanon, to conduct a nosocomial infection prevalence study at the University Hospital, and teach epidemiology in the MPH program.

Duties: Conduct communicable disease surveillance and outbreak investigations. Hire, train and supervise 9 Regional Epidemiology Nurses and 1 Central Level Epidemiology Nurse, supervise 3 clerical staff.
Accomplishments: Trained the PR Department of Health's first group of regional nurse epidemiologists, and PR's first group of hospital infection control nurses. Investigated 2 large dengue epidemics, 3 food-borne outbreaks of diarrhea in cruise ships, and the first recognized outbreak of botulism in Puerto Rico; translation to Spanish (and publication by PAHO) of CDC’s Isolation Techniques for Use in Hospitals. Taught (by invitation) in the CDC epidemiology (EIS) training course, 1978.
